hi new to this i painted my spare bedroom ceiling and when it dried the paint went all flakey in places i have just tried to cover it with a textured paint and the old paint ha come off with the new paint so now i have scraped the ceiling and the paint just came off in long strips do i need to seal the ceiling first and what with. thankyou
