boiler question

hi guys just bin and helped a freind who/s radiator waz leaking fixed the valve and everything is fine my query is wen i came to top the boiler up instead of a filling loop it had a washing machine hose to top the boiler up and even the handle on the valve waz broken off i managed to top it bk up using pliers but i told my freind to report it to his landlord n get it fixed but he told me that he has just had the annual test done by a corgi reg. engineer and he passed everything as fine does this sound ok or shud he go bk to the landlord and complain ? any advise much appreciated thanx ps boiler is a worcester 24 cdi

The hose should not be connected at all times, this is against water regulations. The hose should only be connected to re-pressurise the system. Also there should be a non-return valve on the heating side.

As for having use a hose, this is perfectly acceptable.

The mains cold water valve head has probably snapped off. This is not against any regulations but it would be easier if a new valve was fitted, but this is just for ease, not law or regulations.
