Replacing Wall With a Fence but There's a Highway Adjacent?

Hi all. I am looking for advice regarding my side garden boundary wall. I am on a corner plot and the back garden at the side has a 10m wall that is over 2m tall. This has been pulled down by heavy ivy left on the grass verge behind it.

I have had quotes of around 7k to remove and rebuild the wall and this is just not financially viable. I would much prefer to remove the wall and put in a standard height fence however as we are a corner plot the wall is beside a grass verge followed by the pavement and road. Is this classed as highway adjacent? Do I need planning permission?
