Hi. regs say no particular distance except that they must be 'suitable for their environment'. ie IP rated, also if not suitable for splashing as in standard domestic socket then should be at least 300mm from edge of sink/drainer. {From GN's & On-site guide}.
RCD's [elcb's] are not proof against electrocution!!! they are only a help, & unless regularly test tripped they do stick 'on', further they will not trip at all if you manage to connect yourself to Live & Neutral!
