Bridging the dampcourse while raising the floor

Help, I want to raise the floor of my house after a slight (two inch) flood. I would like to install insulation and perhaps underfloor heating at the same time - I have the headroom- but it would mean bridging the damp course . When the house flooded water came in through the dampcourse and when that happened to a neighbours house it went under the insulation and he had to rip up the whole floor to remove it - very expensive.
Any way of sealing the DPC to prevent ANY water entering the house.. and what do I do about door sills?? Thanks.
