Rebar Essential in 2m Retaining Wall?

Hi. I'm building a 12m x2m L shaped retaining wall in our garden to hold back existing compacted soil. The garden was on a slope and we had permission to cut into it and create two flat levels.

We have used a reputable builder but he's built one side completely and I found out he only used rebar in the foundations (every 45cm or so).

He had infilled the hollows with concrete but used no mesh or any further horizontal or vertical rebar.

He's left a decent gap between the soil and the wall for aggregate and has made weep holes as far as I can see.

Is this wall doomed to fail without more rebar? As much as I don't want to rip it down I don't want an unsafe wall in the garden.

I don't know why he didn't suggest using a structural engineer!

Please advise :(
