What is This Walls Surface Made of?

Hi all, I’ve just moved into a maisonette, most likely built around 1950s.

The place was wallpapered and the walls feel solid. (Not drylined and is not plastered with pink finishing plaster.

The wall looks like grey plaster / almost concrete like, but it doesn’t feel like concrete texture

We wanted to paint the walls - and just wondering whether it’s fine to paint on watered down emulsion, and then a coat of white paint on top.

What surface is the wall and is there anything I need to consider before painting the walls

It wouldn't do any harm to sand the walls down, fill any imperfections & then unibond before painting.

Yeh I’m going to fill all cracks and sand down.

When u say unibond - diluted PVA the same? Is that what u mean
