Will Wallpaper Residue Cause Issues for Skim Plaster?

I'm redecorating my living room and I'm wanting it skimmed, but when I removed the backing paper Ive noticed that one of the previous tenants was a bit lazy and didn't fully remove the backing, the residue thats usually left when you remove wallpaper without using a steamer and scraping, and then painted over the residue so it has set solid. It does scrape off in areas but mostly not..... will this painted residue need to be removed before the plaster skim is applied, or can it be bonded somehow?

David the residue will have to be completely removed prior to plastering . other wise it will reactivate the backing of the old wall paper and bubble up and that will show through to the finished plaster , so if you want a good job better to remove then sand when dry and apply a coat of PVA to bond prior to plastering . do it once do it right
