Retaining Wall - Advice On How To Build in Wet Conditions

I am 1m below my neighbour. Recently, my neighbour's property constantly floods where I am building a retaining wall. They will not stop the flooding, so I need to keep on building in the conditions I have.

I can dig and lay the foundations by using a pump to clear the water. I can pump the water out long enough to get the foundation laid.

However, laying the first row of breeze-blocks will be the difficult part. There is a constant flow of water which I am directing to a temporary sump close by. However, there will be an almost permanent 2 cm flow of water where I want to lay the bottom breeze-block. Once I am up to the second row, I will be fine.

Can anyone give me some advice on how to build this with the conditions I have?

I know I have to put weep holes into the wall, which I will direct to a permanent sump I will be building.
