I moved to a new house and saw this on my balcony wall. Does anyone know what they’re for?

Hi missm,
If you are asking about the white plastic piece in the wall the is a weep hole, presumably this part of your decking is above a window/door.
If you are asking about the red thing I haven't the faintest idea.

Thanks for the reply, the red thing was a line I added to highlight the plastic bit! :)

So I can’t really do much with those plastics? My assumption was that they were drilled into the wall in case we wanted to hang something

Hi missm.
They are there so that water that gets through the wall and is captured on the cavity tray weeps out through these plastic channels.
You could always paint the a more discrete colour.
