Removing Efflorescence and can it cause damage?

The Victorian house we moved into last year had a lot of work done on the front in the year or two before we moved in. Looking at the photos, the drive didn't exist before - it was a raised garden. That was all removed and the brick wall was constructed.

There is a lot of Efflorescence on the bricks. above the wall between it and the house there are a couple of flower beds. Next doors house has a similar arrangement but they have some air bricks in the wall, I assume to let any water out?

My questions are

1)is the efflorescence anything to worry about or is it potentially just because the bricks are new?
2) what's the best way to remove it?
3) Should we have air bricks like next door installed? I'm worried about water being trapped as I can't see how it escapes.
