These marks appeared on the ceiling in kitchen - wondering if anyone has any idea what they are and what might have caused them before I go ahead and paint over it?

Recently had some decorating done in a different room and there is a washer/dryer in the kitchen. The only theory I have is a leak from above or condensation?

Any thoughts?

It seems like fungus. And on 3rd photo there were holes and someone tries to fill them with chalk or anything else. Before painting, you should need to strongly rub the wall using sand paper.
