wall cracks filled and sanded, but when emulsioned, raises a little

i have this crack in a wall which is filled. every time i emulsion it (dulux white) it just seems to raise the filling out a bit.
i sand it down, leave it, all ok.
then i emulsion again, and the same thing happens.
i just cannot figure it out

Hi gingle
Did you apply a coat of watered down emulsion over the filled cracks before applying some ‘out of the tin’.
If not then this is the issue.

you know what, it seems to have been like that for ever (20yrs). only now am i trying to do something with it.
so it could have been.
i have just sanded, left for a few days, and re-applied another coat. must be the 5th or 6th now, in the last 2 weeks.
will see what happens tomorrow.
i may end up hanging a picture there. i really dont want to dig out stuff, if that is the only way.
