Random cable behind brick fire surround

Behind a decorative, 80's style brick fire surround, I found a cable and exposed wires. I have tracked it upstairs and under the floorboards. It is wired into a round junction box, which has one cable in and one out (the one going downstairs).
Is it safe to disconnect the cable from downstairs and then seal the junction box back up? Will the junction box be safe?
I intend cutting off the cable downstairs so it can be buried under fresh plaster.

Hi ajaw
There should not be a problem doing this but turn off the electric. It would be wise to use some sort of tester to make sure both ends of the cable are dead when you turn back on.
