Does our chimney need rendering?

Hi,
It looks likely that our chimney requires re-rendering.
Could someone confirm that for me?
It straddles the two houses (semi-detached) so, I presume, my neighbour will pay half the costs (?)
Is is possible to only re-render my half if they refuse?

There doesn't appear to be any water getting in.
I'd certainly like to ignore it but, as it is our house and we will probably be here for years, I'm inclined to get it done sooner rather than later. Before it gets worse and does cause water damage.

It appears to be getting worse quickly.
Could someone give me an idea of how much this should cost to get fixed? Thanks.
