Tiling in a shower area and damp plaster

Hi, these tiles keep coming off.

It’s an enclosed shower area.

It’s an external wall the plaster is damp in the middle section. Thinking to break off the area of plaster and screw in aqua panel or similar?

Would a cement mix be better?

You should first trace the source of the damp before trying to do remedial works.
