Skirtingboard pin/bolt - Help needed identifying what this is holding in skirting board

I am renovating a 1960's purpose built flat.
The skirting boards are all original and have been damaged and cut by previous owners so we are trying to remove them.
We've come across one bit on an adjoining wall to the next door neighbour which has what looks like an old steel pin. It doesn't look like a screw and we can't remove it.
Its well and truly lodged into the wall and wont come loose with a crowbar.
It doesn't look like it will be easy to cut either.
Any help/advice is appreciated

They are cut nails - if you want to remove them snap them off.
