Toilet filling up to level after fitting new fill valve

Hi I bought a replacement fill valve and fitted it yesterday in my downstairs toilet, as the old one was intermittantly playing up.

No matter what position I have it in, after the initial flush it fills up to the level. When I go back to it later I can hear it hissing, when i check i can see that the level has dropped, not a huge amount, but it leads to the device trickling water out etc.
Even overnight its not reached the overflow level, not sure how or where any departing water is going with not reaching the overflow. Do I have a defect part?
I changed the level of the float multiple time to see if that remedy

Hi,
It is probable that you have a faulty seal on the outlet (flush) valve. This will allow water to flow continuously. Depending on the type that you have you may get away with just a new seal at minimal cost...
