Sealing around a vent that is just out of reach

I have a round vent (leading to a plastic pipe) going into our brick work. The pointing and seal around this has come away, so water is coming in (mostly at bottom where pointing is missing - not easy to see in photo). The problem is that it's just beyond arms reach from the second floor window. Ladders or scaffold are not possible at the moment. Does anyone have an idea about applying mortar or sealant using a long tool for out-of-reach places? Or even to stick something around the vent onto the brickwork from a distance?
