Diluting paint for fresh plaster

I've got new plaster to paint. I diluted the paint as per manufacturer's instruction and painted a test area. After drying, the paint is powdery and I can rub it off with my finger.

The instructions says "on new plaster dilute paint using 40% cold clean water"

I took this to mean the final solution should be 40% by volume water. So I added 2 litres water to 3 litres paint.

I'm guessing it's powdery because I over diluted and I should be adding water at a rate of 40% of the paint. So should have been 3L paint to 1.2L water.

Can someone confirm this for me, or otherwise suggest why the paint is powdery if my dilution is right?

If it matters, the paint is Crown contract matt
