Building regs on conservatory for new home purchase

Hello,
I feel abit stuck so thought ide come on here for real answers.
Basically i am purchasing a home and the surveyor reported back that th. conservatory isn't within the building regs.
The conservatory is added onto the house but the door and window are removed from essentially was the house so there is just a hole where the door and window is.
Does this comply with building regs or not?

With the door and window removed the conservatory becomes part of the habitable area so probably does not comply with BR
