Rotten skirting board next to back door advice needed

Hello everyone. I’m after some advice please. I noticed the skirting board next to my back door appeared soft. I removed the board and underneath found various debris and some crumbling plaster. I’m no DIY expert and I’m just looking for some advice as to what I need to do to rectify the issue. I’ve added images for info. In the photo I’m pointing to what I think is the DPC. Thanks in advance :-)

Hi kjoro
It looks like the wavy black felt is the DPC in the wall, there is also a blue edge of the DPM under the floor. They clearly don’t join so damp will come up the gap. Suggest you use a wet render mix to level off the gap, then once this has set and dried a bit apply a number of coats of bitumen DPM to seal off the gap. It’s not going to be perfect but the alternative would involve relaying the floor.
