External wall Coating to stop rain penetration

I would appreciate if you could help me.
We have a two storey house with a south west facing exposed gable end. During heavy rain and strong wind, the wind drives the rain through the render, and appears as damp on the inside. The wall is single leaf cavity block, rendered on the outside with sand/cement plaster and pebbledash. It was constructed about 1975. It has been painted over the years, and was painted August 2020 with Dulux Weathershield, but it did not stop the rain penetration.
Can you recommend a coating to stop rain penetration.
Is it suitable for pebbledash.
Will it stick to Dulux Weathershield exterior masonry paint.
Can it be painted over, in years to come, with exterior masonry paint.

Hi cronley
If the Dulux Weathershield has been carefully worked into the pebbledash to totally seal the surface then rain should not be penetrating the wall. Other sources of penetration may be cracks or fissures in the wall which have not been sealed with the DW.
