Damp patches on floor screed in new house

Help needed!!

We have recently purchased a house and found damp patches on and in the screed in the kitchen floor. We have dug up some of the screed and the concrete floor underneath appears dry. We are confused as to why the screed is damp but the concrete isn't. Do we need to dig the whole floor up and install a new membrane, or simply take up and install a new screed. Any advice would be very much appreciated.

You need to identify the source of the damp before carrying out floor replacement. Could it be that the patches are where salt of salf solution has been dropped?
