"Comfort Cooling" system in flat not working advice needed

I live in n new build in Hammersmith where our flat has a "comfort coolling system" installed. This comprises of fan coil units connected to a central plant generating chilled water that is piped into the flat. I suspect the chilled water is not reaching the fan coil units in our flat as it just sends out warm air no matter the thermostat setting. The installer was https://www.sav-systems.com/product-landing/ I think from the logo on the box, but the builder and landlord are both pushing back saying they are not responsible. I think the valves in the box shown straddling the chilled water pipes are in the wrong positions but would like another opinion before I do something dumb.

Try turning the red and blue valves through 90 degrees.
