EWI and internal damp due to guttering

Hi all,

I have External Wall Insulation (EWI) that I have recently had re-painted. To do that they took off the guttering and when they replaced it they missed a bit and as such water was getting in between the brick and the EWI, its not fixed.
This created a damp patch downstairs in the living room. I stripped the paint and the damp plaster and left for a few weeks to dry. I then re-applied plaster and painted and the damp came back. Its not getting any worse than it was originally so I am assuming there is no further water getting in
Question is; is this just because the wall hadn't dried out and I painted over? Or is the EWI retaining water, if so how do I dry it out. Or is there another issue? Some advice as to how to dry it out would be great, if thats not the case, then the type of tradey i need to contact would be good.
