Extending loft hatch - What is this element in my roof, can I cut it?

I'm extending my loft hatch between 2 joists. I don't need to go any wider as I have a hatch+ladder that fits, however I need to extend by 20cm in length.

As you can see in the image, there is a board running the length of the roof which is in the way of where my hatch would sit. What is the element, is it structural? It looks quite thin, not look images I've seen of roof binders before.

Is it safe to cut it/replace it by moving it a couple of cm?

Hi mtharrison,
The length of timber laid flat was fitted to keep the joists in place when the roof was being built. You can cut out a section to allow you to increase the loft hatch size.
