Removing rounded head fence bolts

Hi,
I'm trying to repair a fence that has bolts with rounded heads on it - see attached picture.
Because the wood has rotted and the bolts have been in place for a while, when I turn the nut on the other side, the rounded head turns too in the wood and there's no way of getting purchase on it to stop it turning.
Very grateful for any suggestions on how to do this. I'm a bit stumped. Many thanks.

Hi bobh43,
Use an angle grinder to cut off the nut, then drive out the bolt.
