Concrete block causing long lasting damp

Hi guys, i was wondering if anyone could help me with a long lasting problem. On my house he have big concrete corner blocks which are wide. I suspect that they are wide enough to bridge the cavity as in both bedrooms where these are, there is damp... Well,not just damp, wayer runs as soon as it cold outside.
Any ideas how we can reduce this, other than dehumidifiers.
Better off treating the block outside or the wall inside? Would covering the block to insulate it be bette
A lost cause?
Built in 1939, most houses on my road have them
