Can I fix this leaking pipe myself?

After rearranging our living room to fit in a Christmas tree, we've just noticed that this part of our central heating is leaking. It's been painted over multiple times. Do I, a plumbing novice with a limited toolset, have any hope of fixing it?

Hi cuttlefish.
You will have to drain down whatever is connected to the drain valve, undo the knurled ring and the spindle, replace the washer fitted on the end of the spindle, reassemble and refil.
A hose can be fitted to the nozzle, and the centre spindle undone to drain. The rubber washer may stay stuck in place so you will be draining through a 2/3mm hole - takes forever.

Hi stoneyboy. Thanks for your advice. I think what it translates to for me is: call a plumber.
