Painting over plaster in recently moved in to property

cant find a forum for paint but my guess is plaster is my problem so...

just moved in, whoever painted did a bodge job and so whenever i lean against an internal wall it leaves powder on my clothes.
so did they use the wrong paint or not under coat or prime? im no expert but want to paint over this and do away with the powder residue, can i wash it down with soap and water or need to strip, sand or what ?
please advise

Hi buddie66,
It is not possible to give you a one hit solution to your problem. Buy some brand name paint, apply it to an original limited area, let it dry for a few days, then try applying sticky tape to it and pull it off. You will then know it the powder layer is going to give you adhesion problems. If yes you can try preparing the surface different ways to give an acceptable solution.

Hi buddie66,
May have been sugar soap, definitely do not use saddle soap which may have oils in it to condition leather. Try first without any preparation except perhaps a light sanding.
