outdoor tap

hi i have an outdoor tap that has a plastic pipe that comes out of wall with the tap attatched. the plastic pipe has split and is leaking. i cannot isolate the tap as the kitchen cupboard is built in front of the pipe work.
the only isolation valves i have access to are the hot and cold sink taps. i didnt put the tap in as its social housing but they have said i have to repair it. as i cant isolate it do i need to turn water off from the mains to be able to repair it. i have tape over the leak tonight, still loosing water but slower. any advice would be great.

Hi somuchdiy1,
As you say you will have to turn off at the mains however it may be worth cutting out the back of the cupboard to see if there is an IV present. Cut a smaller hole and use a torch and mirror on a stick to confirm.
