Garage Door Seal for Insulation

Hi all,

I have some tough garage door brush seals (advised by pest control) that are fitted by screwing into the garage door.

HOWEVER, at the bottom of the garage door there's a thin metal lip, a gap, and then the rest of the garage door. I've uploaded the images on imgur here: https://imgur.com/a/YlhGjJl (sorry about the state of them - cleaning them up will be a part of this job!)

If I try to screw them into the thin metal, they won't be nearly secure enough.

What are my options here?

My initial thought was to buy a small piece of wood and use metal/wood glue to glue into position so the screws have something more substantial to latch onto, but that doesn't seem like the best solution.

Any one have any better ideas?
