Penetrating damp as bad even after treatment

Desperate for help. I have damp patches on an interior wall which has been diagnosed by an expert as penetrating damp. It was recommended to hack off the plaster of the exterior of the wall, apply a layer of Sica 1 and then replaster. This was done a year ago and the damp is as bad as ever. Thr plasterer cannot offer any solution.Sica 1 have not been helpful as they asked questions I could not answer. Please, please I need your expertise. Why is the damp still there? What can I do?

Some pics of the external situation would be helpful.
Common cause of damp is a bridge of the dpc - but is often ignored by people wanting to sell "damp proofing" services
If you have a bridge then an external layer of anything won't help as the damp is coming through the block work and not over it.

Thank you for this reply. Work so far on recommendation of damp specialist -'

External wall plaster hacked off back to masonry.
1 layer of sica 1 applied (Bagged)
New plaster applied to entire wall
Wall painted
Chimney re-stacked
I wish I could show you pictrues as you suggest but I get a message saying the file is too big. The damp showed as black patches on the exterior wall (No longer visible) and inside they are mainly at ceiling level but a few further down as well (Very visible).
