Bumpy areas on walls. How best to level out before painting.

Hi all,

After buying a house I am now getting around to painting it. The walls are uneven and in particular they have some bumpy areas which protrude out from the surface of the wall and you can feel these bumps if you run your fingers over the area.
I am attaching photos of two of these areas.
What caused these bumps?
Are they just bad filler repair jobs are is the initial plastering a mess.
What is the best way to fix these and level out the wall?
For instance could I just sand them down with a power sander?
If so what tool would you recommend for this job?

Hi jogey,
These lumps may be caused by damp in the wall. Tap them lightly with a small hammer and if they sound hollow you should hack them back to a stable surface and fill them. Also see if there is a possible source for damp.

The lumps in the wall are not hollow but solid and there doesn't seem to be any damp issue at all with the wall in the end.
