Yes you can fit a socket, I have done it myself under the kitchen cabinets so can't be seen from a normal standing position so highly unlikely anyone will unplug the lights and use socket for anything else.
As to switching on/off I use smart controls, hey google turn on kitchen lights is far easier than running wires.
I have energenie mihome, zigbee, smart life, tapo, kasa, TPSmart, and clearly all use different apps, however they can all be linked to Google Home, so not all features can work with Google Home, but it saves using all the different apps.
I have moved to TPLink which includes tapo and kasa, and the main reason is the light switches use two AAA batteries so don't need a neutral and pass nothing through the bulbs, and even with no internet the switch still works, and it shows on the app if on or off. It will unlike many work with any bulb. It simply switches them on/off. Even works with 12 volt.
I have a Lidi Smart LED Light Strip 22 watt colour changing which if anything is too bright, but since smart I can turn it down, however the strip is robust so can stand cleaning, I have TCPSmart for cabinet lights in living room 5 instead of 2 meters, but they would not stand scrubbing to clean.
One option is to put them in a polythene pipe, however you question is about using a 13 amp socket on lights, and today often no option due to the lights being powered with a walmart power supply.
