high i have three rads in my home that only partly heat up they all are hot on the top half and cool at the bottom the valves are all open and the boilers running fine one is in the living room the other in the dining room and the last one in second bedroom so two down and one up.any ideas?would be grateful for any advice thankyou.

Sounds like air, try bleeding the radiators
