Removing old toilet seat and screw fixings

I have removed most of the old seat but the screw fixings will not budge. They look old and non-standard. The nuts on the long screws will not move at all, see the Old Nut image. I cannot push through from the top as there is a bit of metal stopping it, see Screw Top image. How can I shift these? I will be very grateful for any ideas. Thank you.

Since they can not go through the hole as they are too big, you will have to make them smaller. I would suggest you cut through the bolt with a hacksaw, or better still a small angle grinder.
