I have a site where am building slowly a selfbuild, it stalled in the pandemic and I'm having problems raising money where a large sum is locked up in the legal system. It is connected to the water for use of contractors but not the sewer. I don't really know what their policy is on building sites or what it should be. They claim that I'm connected because a main sewer passes through my site and send me bill for both service charges they have done this since 2016 and cannot split the charges, they claim there is no president to do that and I'm unique. Every year I protest and they give me refund, this year it went a bit further with their advisor and she sent me to their dispute resolution center, as yet I've not had a resolution, I suspect building sites do not connect to services until the last moment so that they do not incur charges, where do I stand.
