installing seperate meter and main in upstairs flat

hello anybody i am wanting some information about installing a new electric meter in a seperate flat that runs up its own electric bill,any ideas :shock:

Hi, does flat have it's own consumer unit? if not then will need to be installed with flat wiring seperated onto it.
once seperated then a sub meter can be added easily in supply to consumer unit, NB all the above work would come under bldg regs control Part-P as adding new circuits /mains equipment is notifiable work see 'project' 'part-p',
