Upstairs radiators get hot WITHOUT heating being on?

What can be causing this :?: The upstairs rads get hot as if I have the heating set on. The downstairs rads stay off and their control valve are open. The only way I can keep the upstairs rads off/cold is by closing their control valves. This is a chore every day and if I don't it's extremely wasteful! :(
Is there some master leaking valve from the boiler which is stuck open?
Any help would be appreciated. I know a little about the system (have replaced circulating pump and programmer in the past) but this one is unknown to me. Is it something I can fix?

As heat rises it is normal for upstairs radiators to get warm - if it's a gravity hot water system.

If it is a problem you can alter the heating flow pipework from the boiler so it falls from the boiler before rising - this will stop the water rising up the heating flow. But it will still work when pumped.
