Can someone help - I'm trying to paint an artex ceiling but the paint drys and then flakes off. I've sugar soaped the ceiling to remove grease and dirt but still no good. Any ideas please?

sugar soap does leave a residue that should be washed of but I don't think it would cause this is it happening all over or just is areas? is the ceiling chlky or dusty to the touch ? try a coat of Artex water based stabilex the try painting.
