I recently took out a downlighter from my bathroom as it was causing a condensation problem, I had to have roof vents fitted as there was a problem before the downlighter went in it just made the problem worse
You must not cover heavy cableing with insulation such as cooker or shower cables and it is not reccomended that you cover other sized cables.
But the way my shower cable was fitted I could not get it above my new insulation levels so created a void so the the insulation does not touch it and as for the other cables which again I could not raise I covered (not reccomended) but there is little demand form the upstairs lights (CFL's)and sockets the insulation I used was glass fibre to a depth of between 250 & 300mm.
