Deamp cellar in France

I have a domed cellar in my house in northern France. Total volume about 10m3.
It's an earth floor and chalk walls/ceiling. There is a vent about 50cm square direct to outside. While there is no water as such in the cellar it is still too damp to keep anything in without it going mouldy. I've painted it with damp proof paint and that's still fine (after 3 or 4 years).
I don't want to seal and heat it, but was wondering does anyone have any ideas on how to help keep the moisture under control?
Would a fan help by moving air around and helping change the air through the vent?

Hi Bezz,

Try an de-humidifier - quite cheap and very low cost to run..
