I am about to repaint an exterior wall constructed of breeze blocks.

I have removed as much of the old paint as I can and have been advised to treat the wall with PVA before repainting.

Is this sound advice and, if so, what should the dilution rate be.

No its not good advice as it seals in any moisture that is in the wall (there always is some) which can blister the paint later as the moisture freezes and thaws with the varying temperatures in this country. Ask at you builders merchants for some external microporous paint which will allow the wall to breathe as well as keep it dry. Also see our project on waterproofing external masonry.
