Damp floor problem

I have inherited a small 1950 2 bed linked house.
On valuation for probate the estate agent said the majority of the ground floor was damp. I pulled a piece of wallpaper up near the skirting board as the plaster had turned to powder but it was dry. The overflow pipe on the property next door is constsantly running - not down the wall but splashing on to the paving under the lounge window. The damp proof course seems to be very low level too so am I right in thinking this is probably the cause?

If the neighbours are at fault how do I tackle the issue and are they liable for any costs for fixing the problem?

Could someone give me some advice as to what needs doing to fix the problem.
The lounge floor is rubber tiles and the kitchen floor is old terracotta tiles on concrete I think!
