i wonder if anyone can help i have just been asked by my nextdoor neighbour if i would test his house as he is selling it and the requirements for the HIPS package list an electrical test certificate would i be ok to do this for him cheers

Although in theory a C&G 2391 is enough some want it to be completed by one the the clearing agents. JIB etc. So you do need to check with estate agents. You have not said what your qualifications are. Also I note with the new test sheets it requires a copy of the calibration certificates for the meters you use. Depending on when it is going on the market you may also need C&G 2382 to show your qualified to the new regulations. I can see this being a problem as to BS7671:2008 most houses will have code 4 problems.

thanks for your reply eric i am qualified to approved electrician i have city and guilds part a and b also 2391 and 16th edition is this sufficient if the test meter is calibrated

Hi Ian,you certainly in my opinion are well qualified as a 'competant person' & if you have copy of IEE certs which can of course be freely copied from the regs book then there SHOULD not be a problem, however some/most HIPS for house sales state must be done by a member of one of the trade organisations, so would need to see the paperwork before wasting your time,

It seems myself and Sparx have said basically the same. In theory yes you can test it. But in practice the mortgage company my not except the forms unless done by a member of one of the trade organisations. Forms are available from IEE web site both new 17th and old 16th edition just down loaded 17th my self.
