Chasing a stone wall or floor would be out of the question - running pipes in trunking would be unsightly, - so if it was possible to run the pipes behind the skirting boards then why not ?
It shouldn't be a problem as long as you remember they're there when re-fixing skirting and if you ever need to drill or nail anything to the skirting.
Using 10mm plastic coated pipes will reduce the room needed for the pipework and will protect the copper pipe. 10mm is fine if you're installing a new pressurised system, as if looked after you wont get any problems with sludge etc, it will last as long as 15mm pipe.
