air brick not fitting

Have successfully made holes for plastic air vent bricks but as they do not match the depth of the brickwork, do I push them to fit flush with the outside wall, presumably this will make the job weather-proof, but also leaves the inner wall with a very recessed air brick.
I've just made it up as I went along and dont know why the plastic brick clips together in two pieces. Could this be the clue to my problem?

THE BRICKWORK HAS TO BE REMOVED THROUGH BOTH OUTER AND INNER SKINS.
THE AIR BRICK NEEDS TO BE POSITIONED FLUSH WITH THE EXTERNAL WALL FACE AND THE LINER/DUCT NEEDS TO BE ATTATCHED TO THE BACK OF THE AIRBRICK AND PROTRUDE THROUGH CAVITY AND INTERNAL WALL TO VENTILATE THE SPACE BEHIND.
