laying cork tiles on new concrete floor, when is it OK

We have a new extension and have cork tiles to lay in the bathroom. It is all one storey, so a concrete floor. Our builder has put a self-levelling compound down that he says is a specialist one that you can lay solid wood floors on etc. We had the plumber from hell, and although all re-plumbed now, a fair bit of water leaked out onto the original slab so it got a bit wetter again. The original slab was put down just before Christmas, and a roof on 3rd week in Jan. We have a damp meter, but only one that makes a sound doesn't give an actual reading.

How long will it take to dry adequately and do de-humidifiers work as we do have one. Some areas are dry but around the outside edges of the rooms aren't.
